Who is…
Julius

This is the centurion of the Augustan cohort, or the emperor’s bodyguard, in whose charge the Apostle Paul was sent prisoner to Rome (Acts 27:1-3, 43).

Now when it was decided that we would sail for Italy, they proceeded to deliver Paul and some other prisoners to a centurion of the Augustan cohort named Julius. …Julius treated Paul with consideration and allowed him to go to his friends and receive care. —Acts 27:1,3

Julius asked Paul courteously, showing in many ways a friendly regard for him.
