She is one of the two wives of the Levite Elkanah (1 Samuel 1:2-7)

The other wife was Hannah, who bore no children for many years. Peninnah apparently was mentally cruel to Hannah and provoked her sorely about her inability to have children.

After much earnest prayer and a promise to God, Hannah bore Samuel who became a great priest and prophet of Israel.
